He is. He was, for instance, third in Catalonia earlier in the year. He's not in form and is strictly in California as a support rider for the North Americans on his team.

It's a reference to Martin's late season winning streak last year, which started with the Tour of Poland. The guy has serious allergy problems and simply can't reliably compete for much of the first half of the year. Any time the pollen count goes up, he's going to get dropped.
