There were echelons with about 60km to go but it came back together again.

There's a headwind now, but the final ~20km will have crosswinds again, so there will probably be echelons again,

Isn't it more like headwind from 25-10 km's to go and crosswinds the last 10 km's? Hope I'm wrong though
