Is there any specific weight training you can do that will help your ability to climb hills of 25% or greater?

Carry extra weight on regular bike when doing manageable hills.
Buy an old heavy clunker.

Muscle usage for cycling is difficult to duplicate off-bike.

Usual fitness principles apply. Specificity and Progressive Overload. Is the hill part of a road race or are you training for a Hill Climb TT?

Not racing, just got a specific very steep climb I plan to do, Rosedale Chimney in Yorkshire, goes up to 33%, and I want to get up without walking

Hmmmm, wish I could get up 13% gradient climbs easier. Think the Giro has a TT up a ski ramp that is something along those lines. Would aim to be as light as possible, have a bike as light as possible and in the Giro even the likes of Contador was using a 34 x 30t gear combination.

Would suggest starting with something easy like a 15% climb :) , and then work up to steeper climbs.
