In the cases of these riders their new teams announced it so the riders were like "yeah we're going there"

lol this is what his wiki says now: "On Monday, August 22, 2011, Kireyev was forced into retirement to make way for Andrey Kashechkin and Alexander Vinokourov.[1]"

Yes, he can come back because there is no such rule (fortunately). Even Vino did it previously, after his retirement to prevent a more severe doping penalty. Which is a real shame.

I am almost certain he will make a brilliant recovery and be back in the team next year. Either that or they were going to let him go anyway and paid him off to go early. Either way it is totally dodgy. Although I like Vino's attacking style this was not the way to get him back on the team. He made a decision to retire so he should have stuck by it.

Perhaps he got money to do this, it would be less bad then.

How? They didn't fire him, so there's no legal compensation. And that means if he got money he was bribed. Black money. Fraud.

It's not so much fraud as a bit of blackmail on a young and probably impressionable rider. Vino is going to be gone soon, he's not getting any younger. Kireyev hasn't raced much this season, maybe it was simply suggested to him that if he stuck it out to the end of the season he'd be let go anyway, or maybe "we won't put you on the road again this year, but if you take voluntary retirement, there'll be a space for you somewhere down the line". Maybe they've promised that if and when he wants rides with the Kazakh national team (I'm sure there's at least some conflict of interest between Astana and the national team) in races that they enter such as the Tour of Qinghai Lake, those .1-rated Estonian one-day races and small stage races in France, Spain and Italy, he can ride them and be recompensed quite well.

Is it fishy? You bet. The timing is ridiculous. Kireyev's a sacrificial lamb. They will have made it worth his while, whether it be with an outward bribe/blackmail, or whether it be with conjectural future benefits. He wouldn't have done it if nothing other than the love of Andriy Kashechkin was his motivation.

Astana is starting up a continental team next season, we'll probably see Kireyev riding for them next season.

Yes, he has been reported as leaving and no he hasn't signed anything as fasr as has been reported.

Acqua&Sapone's DS was saying on a recent interview that he was a very good and promising rider.
Not as much as some others, but he works very hard at every race and ever do what the DS tell him.
