AFAIK that is simply not true. They have to December to field 23 riders.

Time is starting to get tight for Riis. He must send the team's dossier for the 2014 season to the UCI by October 20, which must include not only the bank guarantee but the names of all riders for the coming season. As a WorldTour team he must have a minimum of 23 riders on his roster, and he currently has only 16 riders under contract for the coming year.

Do you also read the UCI rules 2.15.049 as meaning that the current roster is valid until 30th December whereupon new contracts would need to supplant existing expiring ones?

2.15.049...
...Each UCI ProTeam must employ at least 23 riders, 2 sports directors and 8 other staff (paramedical assistants, mechanics, etc.) on a full time basis for the whole registration year.

He won two sprint stages this year (one of them today in Tour de l'Eurométropole) and got a couple of top5 finishes in Vuelta. It's not like Garmin have much better options for sprints. Maybe Von Hoff, but they're pretty much about the same now IMO. The team will be no longer built around him for most important races, though. Vaughters admitted, that the goal for next year will be stage races (especially GTs) and hilly classics and he wants his GC riders to have a proper support, unlike it has been until now (therefore new signings of riders like Slagter, Acevedo, Cardoso, Gaimon and King). But Farrar still may find himself leading the team on occassion.

That's horse talk, salaries are covered as pointed out by a far more reliable LSC, and doesn't change the fact that they don't want him, despite him saying they were joining.
