They have slots, what they don't have is money.
That team has always had one of the lowest budgets in top level cycling.

That's why Indurain had weak support and lost time in TTTs, they couldn't afford both him and a good support squad

This year they have a budget boost making them not one of the poor teams for possibly the first time ever, but it's mostly gone into Quintana's raise.

Really painful for Ospina. He only did 9 (!) race days, and after the Route du Sud they already knew he can't stand the WT level at all.

No, were rumours about Saxo, and lately Hilaire van der Schueren announced that he is looking for extra sponsors to finance the move of Samu to his team. However, that look's more like a media-stunt, instead of a serious attempt.

Certainly worthy of an invite to the Vuelta and the Spanish WT races. Will be great to se them in action, no shortage of attacking riders.
