Actually he was left out because he and Czech Cycling Team agreed to be it this way. He said today in press that he would not be able to prepare for Tour, Olympics and Vuelta at the same time. So no connection to "bad reputation".

Sagan would not hurt any current ProConti team overall, even if signing him cost them so much of their budget that they had to let all of their current leaders go. Not that it's relevant as it seems that Bora's new budget does not stretch to one of the biggest stars in the sport anyway.
It will be interesting to see who they are going to sign. "Someone like Tony Martin or John Degenkolb" is a rather meaningless thing to have at the top of a wishlist. The only thing they have in common is being German. Obviously either would be a big addition, but luring either would not be easy unless the new sponsor is providing them with money to pay over their market value. A plan to sign six new riders also doesn't necessarily provide us with much information. Presumably the six will be riders who are better than their current average rider, but there's a lot of room between improving their current level and actually being competitive at the world tour level. They could for instance pick up a bunch of guys from IAM and improve but not by much.
The issue for them is leaders. They can provide decent enough support for a WT level but not outright favourite level leader at most disciplines. But other than Bennett they've nobody to provide that support for.
