The Kazakhstan Cycling Federation (CFRK) has never received the documentation related to the counter analysis;
On 13 February 2008, Mr Andrey Kashechkin requested the Kazakhstan Cycling Federation to pronounce on his situation as athlete and his right to attend the cycling competitions;
The CFRK sent a letter to the UCI asking for the complete file concerning Mr Kashechkin. The letter has been received by UCI on 27 February 2008;
UCI has never answered to CFRK's request of documentation;
Now it is decided as follows:
The CFRK has not the elements necessary to start a doping proceeding against Mr.Andrey Kashechkin. Therefore Mr Andrey Kashechkin has no case to answer and is free to exercise any competitive activity.

Kazakh Andrey Kashechkin lost an appeal Friday of his two-year suspension for doping a week after the suspension expired. The Court of Arbitration for Sport (CAS) upheld his suspension issued by the International Cycling Union (UCI).
