To me it looked like Matteo Milan's rear tyre exploded in the last bend. Hard to blame the route planners for that.
In my experience I have never seen a new, newer tire explode. If you have cut in the sidewall or thread, or you jump the bead the tube will pop out.
From my understanding you can put @125+ psi and not experience any blowouts.
I also don't know the durometer reading for tube liners that some riders are using . I know I prefer a really squishy, supple , soft sidewall but they always get cuts, so I run GP5000 or Gatorskins( no comments).
I don't completely understand the support caravan but to use a liner it would seem like you could flat and ride on it a little while waiting for support.
Because of TV coverage I can't really tell if there is a widespread puncture problem. It's curious that in a few crashes at UAE, all different teams have tires jumping the rim both front and back. I don't run under @65 psi on any road bike tire and have not seen tires ripping away from the rim bead. There was tons of discussion about hookless rims but that seems to have died down. In the video and photos of crashed bikes you see liner so you have to assume that they are running tubeless.
