Was it wet? Richie isn’t the biggest risk taker. Especially so, considering his aims here.
Nope, it was dry. Maybe he is out of shape.

Plus 2nd in the Giro TT, albeit beaten a long way by Dumoulin, despite suffering from his crash before Blockhaus.

Porte told CN that he was building his shape and that TVG was their leader. Nothing to be affraid of. He still got time until bigger objectives. Plus, remember how bad he crashed in July!

he already was 10th in the TDF TT in 2010, 4th and 7th in the Dauphiné TTs in 2010. 12th Giro last stage TT 2008.
won prologue Romandie, 2nd prologue Giro, 2nd last TT Giro 2012, 2nd Danmark Tour TT (a 2.HC race like Algarve)
3 top 3 in the Algarve TTs. 3rd Eneco TT, won Bayern TT, podium Commonwealth Games TT etc

He won't ride the Giro, he asked (and obtained) a protected role at the Tour with the possibility to be the sole leader if Froome will be fatigued by the Giro efforts.
