I rather see some 'undiscovered' mountains instead another Covadonga or Bola.

But Cerler, Morredero or Calar Alto would be great too.

Does he mean they're gonna use one new finish or that they're only finishing on new MTF's?

The latter would be pretty awesome, even if they overkill the amount of MTF's, that would mean a lot of new finishes

In fairness, the hunt for new Spanish mountains is kind of my thing, the amount of bits and pieces I've done on the subject on these boards is pretty OTT, what with four (4) Race Design Thread Vueltas (no repeated summit finishes) and the 21 ESP climbs the Vuelta should use thread (+ a number of honorable mentions). And I'm far from done with the possibilities of Spain too, since much has yet to be said.

There was a rumour a couple of months ago about the Parque Eólico de Lubián, which hosted a summit finish in the Vuelta a Castilla y León this year. It's only about 7km long, but would fit the Unipublic modus operandi perfectly:

It can't be attached to any difficult climbs very closely (Peñón would be about 50km out), and has those steep first 4 kilometres. However, I think they may also have been talking about for a future Vuelta with the mooted Porto depart.

In seriousness though, Coll de Pal or La Cubilla ftw.

There have been rumours for stages in León in 2015 since before the presentation of the 2014 edition. Apparently Unipublic agreed with the authorities two stages in 2014 (Camperona and Ancares) and one in 2015.

Some sources hinted for a stage finish in the town of León:

Whereas some others suggested a new uphill finish:

The climb is nothing spectacular and can't be connected with anything else as it is 70kms away from Pajares and Ventana and 50kms away from the less difficult Somiedo. However, it has a last km that will get Guillén's pants wet, and that's all that matters.

On your Cubilla stage, is Alto de Espines de Foz actually passable for a big race? I would have thought if not, Carabanzo then Cuchu Puercu via Cordal would be an adequate substitute.

When they finish paving Sahún, Cerler will become more epic than ever before. Cerler of course wouldn't fit with the "no MTFs previously seen" quote... last year there were a few places in talks for the MTF in Aragón before Valdelinares got the nod. There was a rumour of Cerler, but a stronger one of Baños de Panticosa. That said, Panticosa really isn't a Javier Guillén climb.

The stage would more or less have to be a copy of the 2013 Formigal stage though.

Wasn't Cerler that joke of a climb that mirrors montevergine di mercogliano in that it always ends in to a sprint of a big group on the top of a mountain?

It's not the most imposing climb, but it's inconsistent - a few steep km then a flat/descent, then another couple of steep km, then another flat/descent, that kind of climb. Last time it created some half decent gaps, although often there are small gaps when raced in the Vuelta a Aragón.

Leonardo Piepoli will come out of retirement for this one if true. He's won here about twelvety times.
