If this was happening in many a race, then yes it would be the same.
They could have done with a flat finish at some point, maybe a flat circuit around where they were today.
But generally this race delivers.
In 2009 and 2010 we had a flat sprint stage, the San Juan del Monte finish that was stage 1 this year, a Burgos finish (usually flatter than this year, but the Castillo finish is awesome and should be retained), an ITT in '09 and a TTT in '10, and Lagunas de Neila.
There actually aren't that many long or super-difficult climbs in the Burgos area, and they've found some good ones, so it makes sense to stay with them. If they persist with the Lagunas de Neila finale, which they should, then they don't really want to break things up too much beforehand - they want some gaps, but not ones in the minutes. The Lagunas de Neila climb has been the site of one of the best stages of the year for the last 2 years.
