Aren't there rules about feeder teams and pro teams in the same race? I swear I remember a case where Garmin and their Chipotle development squad were prevented from both entering some US race.

It comes down to who holds the licence. The licence holder for Chipotle and Garmin, and Trek and Radioshack, is the same.

The Fundación Euskadi is a much wider umbrella organisation and hence Orbea and Euskaltel probably have different licence holders.
