No hes not. Some predicted he would lose about a minute to Nibali. He lost 5 seconds in the first 15km alone despite the Nibali puncture. If it continues like this he will be over a minute behind nibali on the tt despite Nibali losing 25 seconds in a puncture. That is not a good performance in my book.

Between 1 and 1:30 was my prediction, but indeed, Mosquera is looking worse. He should be ahead of Nibali with puncture at that point.
