Maybe Mas told them that he didn't have the legs for attacking on the penultimate climb during the race and so they improvised and send Soler on the attack?
That’s what I was thinking as well. Solar went not too long after Mas did his pull off to look back at the group, maybe that’s the point they changed plans. Otherwise this doesn’t make sense.

Or maybe the plan was for Mas to attack at the base if he has the legs, if it doesn't work or if he hasn't got the legs and decides he'd better settle for 5th then Soler has an excuse not to work in the break in case Mas needs him, if it does work then Soler can drop back to help him.
Or maybe it's just Movistar

A very good race from him - Constantly fighting for it and actively working to get into the right moves. Never felt like a win by default

He deserved to get something after being very good at the begining of this second part of the season. His form in the Dauphine was pretty amazing.

Also he's high enough in the GC to be taken seriously and has had to fight to get into some of those moves, unlike a lot of the guys who are genuine climbers but operate the "drop out of contention then go get it" method like Arredondo, Ciccone or Edet who would lose 30 minutes in a couple of stages to be allowed to go out there and keep it. Most fitting Vuelta KOM since Moncoutié in 2011 I feel.
