Probably because there doesn't have to be a relation. You can be stressed by many different things including excitement. He could also crash or his team might be too weak. It doesn't reflect on his GT ability.
Nobody ever had an issue when he was called unproven over 3 weeks, because that's factually correct. The problem was with people unfoundedly claiming/assuming he would not be able to go 3 weeks. Unproven means either way. That there is also no proof to support him not being able.
I don't think there is a specific extra risk of things going majorly wrong on this stage compared to all other mountain stages. The only difference I suppose is that there would be no space to recover if something does go badly wrong.
And I have not noticed this level of concern pre Sierra Nevada when there was probably the most reason to doubt (then I again, I probably could be misremembering the sentiment)
So I do say that there is a relation as the most concern seems to be shown before the hardest stage of week 3 on stage 20 of the race.
