3 minutes is the ITT plus one mountain stage at most. The only threat of Kuss then is basically full breakaway mercantilism
If Kuss didn't already have 2 GTs in his legs, I would disagree. Kuss can ride a solid TT when he needs to, but I just can't see him staying in red already with 40+ stages in his legs this year were he to take the lead.

Ineos should let Ganna attack. I think he could catch the breakaway on his own. He’d drop on the climb but it would be good fun.
Is the break going to make it? Y for yes, N for no

They only have 20K to really eat into that gap, because that's the top of the hill with the sprint.

Next is 11K downhill (but slight downhill, so should be possible to chase on that part), and 11K / 30 minute climb where they won't take more than 1, maybe 2 minutes on the best climbers in the break, and only if they race it very hard which I don't think they will do.

My guess is the break still has 2.5-3 minutes at the bottom of the climb, and around 1-1.5 minutes at the top for the stage winner.

All the talk about Kuss when Jumbo are very far from guaranteed a win (or even a good GC standing in Madrid) with Soler and Martinez there as well.

It could actually be a bad thing for Jumbo to have Kuss high up in the ranks, impeding attacks / initiative by e.g. Vingegaard.
Exactly.
