It's an old road to the Aritzmendi farm. There are hundreds like that in this part of Guipuzkoa.

Bordako Tontorra being another. Not sure why they fully paved so many of them.

a lot of these small country roads remind me a lot of the climbs in Scotland

He probably thinks that the only ones who could beat him are Contador and Henau anyway, so why should he work with them and not just take a rest. However I also think that wasnt a clever move, because if you have a gap on riders like Pinot you should definitely use it.

I'd say henao had the excuse of landa in the back group, Quintana is trying to psych Alberto out for future races and Alberto dosen't want to work on his own, just a guess
