With the difference in speed he'd need to brake to draft him, which defeats the benefit of drafting.

you mean a double (almost) full recon:
first split around 46.5k/hr, second split around 48.2k/hr for 51K (the TT is 25.8K).

Interestingly, the wind is expected to ba tail wind on the ride back to Valladolid.
That could be a factor and an advantage for very aero riders like Evenepoel.

I don't do TTs, but is a recon at 85-90% of your race speed all that taxing?

Probably not but he did it twice and got the KOM on the climb as well. So it's a bit more than a recon.

It’s still an hour at like 300-350W, not something I’ve seen many other pros do regularly.

The higher the speed the more benefit you get further away right? So I’m the process from being 50 meters behind, working your way up on his wheel and fly past him is still not done in just 2 seconds, so the benefit should be there even at high speeds (especially on a more or less straight road)
