The last file that has reached the Ethics Commission was received on 25 September 2013 only. The three Vice-Presidents of the UCI forwarded an e-mail in which is stated that in order to receive around € 25’000.- “we had to vote for the Englishmen and we promised that, [we will try to persuade as many as possible countries from the Balkan countries to vote for the English candidate]. [...] I’ll travel to Italy in order to participate in the UCI Board meeting there I’ll meet with Mr Makarov, I will tell him of my support for the Englishman and I will ask him to sponsor the Tour of Hellas of 2014”. On Thursday afternoon, the Ethics Commission could talk to a member of the board of the Hellenic cycling federation who, as direct witness could confirm in writing the allegations raised. He also informed the commission that other members could confirm this but that at that moment he did not have the permission to disclose their identity. However it is our normal procedure to hear all parties concerned, which is not possible on such short notice. The Commission regrets of course but will continue to proceed on normal terms and at least wants to have the possibility to hear all parties which is for the aforementioned reasons impossible on such short term.

I can't quote the whole complaint, but it is very short on specifics. It doesn't say who made the complaint and it doesn't say who the offending e-mail was from or to.
