It depends on if Lance comes forward or not. He has made claims about Horner to various people privately but nothing publicly.....so far

Is there any reason to believe that all the names would be leaked from someone inside of CIRC? Or would we have to wait for each, individual investigation?

Tygart's message seems pretty clear,

There are redacted names in our reasoned decision, close to 37 I think," said Tygart at the London conference. "Our hope is, and we've had communication with the CIRC, that we are going to present this all to them because there is a whole lot of information out there that would be helpful in cleaning out the system that is there."

When asked if he expected disciplinary cases as a result, Tygart responded: "Certainly where there is evidence of violations we will bring cases and I'm assured by other NADOs [National Anti-Doping Organisations] that they will.

Not sure if the Italians shared the information with USADA or the US FED's.

But I remember Alex oates said he was disappointed in the rider and the team so we all thought that meant it can't be someone like menchov who was already caught up in other ****, and had a 10 suspicion value from that tour de france and was riding for katusha at the time.
Also that it was post Armstrong and one of menchovs wins came in a race with Armstrong there even if it was the comeback, and another 1 month after Armstrong's first retirement.

When the names come out (some of whick already are Julich and Matt White come to mind), there will have to be a case built and in some cases extra evidence produced, because in some cases the what is in the documents would of itself be insufficient for a prosecution.

I remember that. And it was before Hesjedal's admission of doping earlier in his career, so I assumed maybe Oates had been referring to Ryder. Could be wrong about that, though.

Well there's something a lot bigger than a lawyer or two holding up Padua.

But lawyers can't block ADRV proceedings being initiated. They can get you off, but either his ABP met the threshold for a violation or it didn't. Only corruption gets you off before the fact.
