Wiggins could play a semantic game about what is the definition of 'to know' someone, versus merely 'having met' Leinders. I almost never use the word 'liar', but I would go as far as to say...
The 'medical unit' of Rabobank was a nightmare succession of doping doctors, and amongst them, Leinders was the only constant presence. Including year 2001, so it would stretch credibility to claim Wiggins did not know, at all, who Leinders is, or what was the role in the team.

Perhaps Leinders knows which blood bags belong to 'clasicomano Luigi'. But I have never met Leinders, I swear...
