I’d be 100% on board with a minimalist mandated setup for TTs, sort of like what they do for the Merckx hour record. But since they can’t profit off that it’ll never happen.Seeing all these riders with non TT bicycles reminds one that calling this "World Championship" does not make it really fair among all nations in the world.
Cycling is a capital-intensive sport. Without teams, infrastructure, races, nutrition and technology this is really just a competion between some nations. It's like calling Algeria for Winter Olympics.
All this talk about freshness and yet Pogi and Vingo smashed the field in a ITT after two weeks of riding the Tour. Regarding fatigue, I reckon that tops the WCR and five days of resting.I won't do predictions (I'm very bad at it), but freshness will be key.
So I can see Ganna as a favourite as much as Evenepoel, WvA, Kung,...
For sure one of the favourites will falter, and one of the underdogs / lesser talked about riders will excell.

The only big names I can think off that are missing are the Jumbo duo Vingegaard/Roglic and the Ineos duo Hayter/Sheffield.

It's a cross headwind from the left (south westerly) on the way out.speeds seem on the low side for that first flat part. Is it the sticky roads? or unfavorable wind?
