Probably because in a flat stage, there is no finale that a team leader has to save energy for (well, EBH maybe should today, but normally not).

In a mountain stage, the leader is looking to have enough left to make their move at the end, rather then use their energy up to catch up then having nothing left when the real action starts.

Just a guess.
