And by the same logic if the break had escaped a little later Dave Zabriskie would have won stage 6.
The action starts at the start because that's where the start is.
Then there's a stationary state where the peloton is managing the gap and then there's the finale.
It has nothing to do with stage length.
With extremely short stages the first two phases are sometimes skipped and it's straight to the finale.
