Annency was flat except for the Cat 3 and ITT at the end of a GT is dramatically different than a flat ITT in a 1 week stage race.

But it's not completely unexpected. Even the overly celebrated vuelta TT of last year was nothing special with such a poor competition.

Thus is much worse though. Only positive I can find is that he might try some crazy actions in the mountains (here and in the Tour).
