If Majka stays glued to Betancur's wheel all the way to the top and then nips out for the win or bonus seconds is he a wheelsucker or merely defending his jersey ?

Both but too much gets made of the whole 'wheelsucking', sometimes its just tactical sense, it'll be up to Betancur to shake him, Majka's done his work by being infront at this point.

There is different kinds of wheelsucking indeed. Someone like Valverde that knows he will win the sprint has no reason to attack (and people should respect that), but guys like Leipheimer just following wheels without any aspirations to take time anywhere (except on the last tt or something) is very boring and annoying :)

the big man with the carbon mouldy shows is hansen, could spot him a mile away. Break might not even make it to final climb anyway. Lots and lots of carrots chasing .

Quigley just said it's "unlikely that the weather conditions will prevent the riders from racing to the finish today".

Which means they probably won't get to the finish.
