If you look at the last 10 editions or so, almost all world champions were at least among the strongest riders of the race, and often they were simply the strongest. Not one edition was "a lottery". Suggesting that it is pointless to aim for the worlds is frankly ridiculous.

Nibali going for the worlds is very understandable. He has got much more to win there (a world title in his own country nonetheless) than in the tour, were his chances are rather small.

He can't ride the Tour. His team has promised Jakob Fuglsang to be captain in the Tour.

04 had 2 ok stages in the last week. The only problem was the length of those stages

2002 was kinda bad. 2 real mountain stages

2001 had, uh, 3 stages of note. And even then Simoni was mostly the reason for the action on one of them.

And the Arco stage was pretty lousy. Except for Belli punching Gibo's nephew (?).
