Looked up a youtube video. Looks pretty good. I'd have a day of hills like that. Not Yorkshire but the climb to Harlech castle is the steepest paved road in Britain I think with sections of 40%.

How many pros would be able to ride up that without dismounting though?

Oh you mean Ffordd Penllech. Its only the hairpin inside that's 40%. The rest is only a meager 25%. Bwlch y Groes or Hellfire pass is probably the toughest.

Anyway, back on topic, your lay out sounds good. A hilly sprint stage to start with would be much better than the one to York that Moreno Hofland won.

1) flattish stage around East Yorkshire
2) bumpy stage with cobbled hills around Keighley and Halifax
3) hilly stage with similar run-in to 2014 Tour stage to Sheffield
4) stage with the steep Moors climbs such as Sutton Bank, Newgate Bank, Blakey Bank, have a loop with RCB then back to Rosedale Abbey for Heygate Bank, Egton Cliff then descend to finish in Whitby.

I wish they'd drop the francophone name. Cycling is not a French activity and the name makes them look like slack jawed hicks who have only heard of 1 bike race.

The race is organised by ASO so doubt they'll change it.

Next years edition stage 3 looks a belter. Some TOUGH climbs there. Stage 1 has a beast of a climb in Greenhow Hill.
