Looks like it. There is a channel in the center line, maybe a metal trolley line or something that was an issue in the men's race as well. Unless the riders were aware of it beforehand, it would not be easy to see in the middle of a group. They should have put something over it. It looks like a very short section of road, but it did damage in both races unnecessarily.
