I think the main reason is the first 2 climbs are considered too average for the stereotypical hard climb > soft climb combination.Huh? Yes. I think also the technicality of the descents, Almeida's meme descending, and a relative lack of real choo choo so far are all factors taht should be good for the race today.Yes, it's not exactly a godly design, but it's good enough and suits its spot in the race well.
