at the risk of a pointless debate there is a non-zero percentage of flat tires that are the riders fault.
And for crashes in the last 3 km - lots are the riders fault
You might be able to blame the rider who crashes, but what about the riders that get taken out by the crash? "Non zero"?! That could be 1% or a 100%, right? I'm not sure how to pointlessly debate such a large range. Stuff on the road (tacks, gravel, goat heads...) could certainly cause flats and crashes.
