If Contador is the only one attacking and quintana just follows without attempting to attack. And then gets dropped in the descent, then yea contador was the strongest.
It's not that quintana had a lead that could afford him to wheelsuck, or he didn't want to show his hand. But i doubt that, he doesn't seem that kinda guy.
Levi Leipheimer and Simon Gerrans are both in a complete other league to Alejandro Valverde when it comes to wheelsucking.
