No, clearly it's not sufficient evidence of a GC champion. But when you are young and still on an amateur team and go uphill faster than guys like Rory Sutherland, Ben Day, Francisco Mancebo, Phil Gaimon, Ben Jaques Maynes, etc. ever were able to in the multiple times they did that short uphill TT, it makes it quite clear that he was an explosive climber who could POTENTIALLY be developed.
Is he clean? No clue. Was he clean then? No clue. Based on the power data I have from that race, he probably did about 7.25 w/kg that day for 7:54. That shows potential to race with the big kids if he was clean at that time.
