Well this time it's clearly visible in the video that his position in fact has improved compared to earlier this season.

So it was 4 years ago with Bjarne... Exact same words were spoken. He is surrounded by experts in a camp to make his TT better. Of course he has a better position here than in some random photo from a TT earlier last year where he isn't even using a prober helmet...

The thing is separate photos give a little info. That is just a modeling, a simulated riding. Only competition will show how he keeps aerodynamics being overly fatigued during TT.

The problem is that he train in the right position but races in the wrong one...

He looks lower and his position seems better. But it does not mean he is faster because it may be more uncomfortable to him which will make his power output lower.
If not used to it, when tired he will go back to his old position.

I think his time trial struggles are not only explained by his position.
What good time trialers need in order to be fast on a TT bike is a good muscle structure on the back.
In order to pedal high wattages in the L-Type TT-Position, you need those muscles to comfortably produce high wattages over a certain amount of time.
That's why super skinny guys like Schleck suffer on a TT bike in the first place.
