Well TT WC generally wears the bands on a skin suit. You know. For time trialing? So no,bibs.

Forgot, but nothing is stopping them from changing the colour halfway down

If you've ever seen black bibs spliced to a white WC skinflint, you'll realise why all teams usually go for all white when it comes to skinsuits.

Why is it confusing? Even if we ignore that "white with the Austrian flag" is the traditional design, the important bit here is that a red jersey betrays Катюша's intention of having as indistinguishable a jersey as possible. It's designed to look just like the standard team jersey unless you're actively looking for it.
 
Given every team is seemingly going for an Estonian Champions' look, Cofidis show how it's meant to be done.

Imagine if Sky got an Estonian this year. Their national champions' jersey would actually be the Sky jersey.

It's also nice to see a couple of teams actually still doing national champions' jerseys rather than trying as desperately as possible to hide that achievement within their own (generally awful) jersey designs.
