Thinking back they gave Jan Ullrich 6 months for out of competition use of amphetamines, and Boonen was forced out of the Tour for out of competition use of cocaine.
The big problem for Contador is that his "positive" doping test was IN competition, and it was for an agent that has anabolic and other performance enhancing activities. If it were an out of competition test, no problem, give him 6 months. If it were marijuana, in competition, no problem, give him 6 months.
But, in competition for a proven perfromance enhancing agent, no matter how low the concentration (remember Garzelli got 9 months and booted from the Giro for probenecid, even though probenecid has no performance enhancing effects).
In the end, they are walking a fine line trying to figure out how to make this doping positive go away without letting a clear doping control positive go unpunished.
