Ah, I am not so sure about Girmay. I suppose his eyesight is worse than before the Giro incident, so his performances have deteriorated after the incident.
I have seen absolutely no evidence that the incident has permanently damaged his eyesight. And even if it had, I'm sure there are ways to solve that.

They keep the same numbers for all five races independent of whether they start or not. So a preselection of 12 riders gets 12 numbers, of which only 7 are used on each day.The normal pattern for team and rider numbers seems to not exist for these races.

An injury like that is dicotomic, either you lose sight or you recover well. If he had any lingering effect or heavy damage he wouldn't have scored a bunch of placings in august / september, probably wouldn't have ridden at all. Remember what happened to Marcel Wüst.
