Is it possible that he was using an inhaler or the medicine while training when the blood was drawn from his body to be used during the Tour a month or so later. Then he put this blood back into the body on rest day (As usual for all top contenders) and he got busted. The amount is very small to be honest, so maybe that's plausible.
