However, many in cycling believe doping was widespread in the early 2000s. How does anyone know Landis is lying?

Miller used drugs, lied about it, continued to lie about the extent or his usage, lied about Garmont to protect himself, White and O'Gardy.
Miller drank and excessive amounts during his suspension, went off the rails, was in debt and was saved by his sister, JV, the French tax system and British Cycling.
Miller was in no position to pass judgement as he did and sound like some form of authority on that matter. Often you find those who still carry guilt from lying themselves push their negative energy in to others.
Miller is joke. And I think he knows it as well.

Today, it sounds to me like Millar is more angry over the upset Landis caused then what his words want us to believe. And, obviously in retrospect, none of the things Millar said "woulda been", WOULD have been if Landis had taken the action Millar recommended - i.e. "manning up". If you remember the sequence of events clearly, Landis did give a quick foray into the "manning up" ring, only to get a quick beat-down and an equally quick withdrawal into full-blown omerta. If he had stuck to the "manning up" guns, he would have been a complete pariah to the peloton.

I realise it's far fetched, but I am wondering if he had an idea Sky were going to do just that, dominate so convincingly. And Millar wanted to start the ball rolling that constant domination == clean. Like Brailsford saying constant climbing == clean. Until Froome's insane accelerations, of course.
David never needed Edgar.He dabbled and to be honest is not even sure if EPO actually helped much, certainly his best rides were almost all clean including his TDF Prologue win in 2000 his stage in at Castres in 2002 and, obviously his stage wins at the Giro and Vuelta since he returned from his two year ban.
He believes totally in Classics King Philippe Gilbert – "the best and nicest man in the entire sport and a genius on a bike " and the time-trialling beast that is Fabian Cancellera. He believes in Mark Cavendish, and Bradley Wiggins, all his various colleagues at Garmin, his best mate Stuart O'Grady and many other conspicuously successful riders.
