Remember that there was no Kenyan anti-doping lab. Laws and funding have only recently been passed, and WADA has requested information regarding its progress:
Part two of the WADA IC report is likely to be finished in December and released after the holidays in January. Part two focuses on corruption.
Russian-esque sanctions aren't likely. First off, I don't think Athletics Kenya is competent enough to organize systematic doping. They can hardly organize national team training camps, and national and international qualifying competitions without doing something stupid, and those are things far from the shadows.
The organized (not systematic) doping is private, from a number of sources. Money/organized doping not only comes to Kenya from other countries, but also to Kenyans in other countries. No ties to the federation.
Bribery and corruption was revealed by the ARD documentary, and will be shared in the IC report, but it would have to be something special to implicate the federation, instead of individual figure heads.
Further, they didn't/don't have a WADA lab from which to lose accreditation.

Very interesting and brings my confusion to a head. An athlete from a country with a national anti-doping authority has to have the clearance of that authority to compete, correct? The national ADA can suspend an athlete. So what happens for countries like Kenya without a national ADA, at what level is oversight applied? Only at the level of in-competition test results?

C''mon, it's been well established. The UK has an extensive anti-doping program in place, ensuring that ALL of its sports are clean. The BBC said so. So did Lord Coe. So did Dame Paula Radcliffe (is she a Dame yet?).

I loathe Coe in equal measure with the degree of disdain I had for Armstrong - I hope the stuck-up, self-righteous **** gets a similar outcome.
With idiots like these in charge of sport (UKAD / IAAF), we can be certain what's coming in the approaching years. Sports administration is the gift that keeps on giving from a tragic comedic perspective.
I'd love it if a sport - any sport - actually decided that they desired to see the best "real" athlete win, regardless of the fact that records would no longer be broken and that half (?? insert other higher number here...) of their existing competitors would no longer be able to compete.

I think that the time to have unveiled the various athletes was a long time ago and that now we need to be smart. These athletes, of course, should NOT be part of any Russian team for these World Championships and Valentin should be pressurised to make sur this is the case. If the guilty ones are not competing then we might as well wait until the event is over to announce them. Or we announce one or two BUT AT THE SAME TIME as athletes from other countries. Also we can prepare a special dossier on IAAF testing which will show that one of the reasons why these Russian athletes come up positive is that they get tested a lot !!! In the same way, we can make the point that the WADA laboratory is the responsibility of WADA not IAAF and that if WADA decides there really is a problem, we have a plan B to do the tests in Lausanne instead (Gabriel confirmed this to me yesterday).
Papa, as soon as I have an idea of the price of this unofficial PR campaign I will let you know, but I will do everything in my power to protect the IAAF and the President.

There is an unusually critical article in the Times sports section today about Nike. I cannot post the link as I am not currently paying for their paywall, but if you can find a copy of the paper, it makes interesting reading. One wonders if the British press is pulling itself out of its post-leveson cowedness & rediscovering its balls
