Good question. Considering Roglič is an intergenerational champion. So one can focus on the names currently rating high in regards to the Tour 2024. Or all of them that Roglič has raced against during his career. Both include you too, Froome.
Depends on the win. If he beats Vingegaard, and Vingegaard is in the same form as last year and doesn't have any bad luck, then sure. But I don't see anyone beat such a Vingegaard.

....too many ifs and conditions to be realistic. Does he come out on top if he wins and Jonas gets a flat somewhere? How about hay bales? Do sudden mergers with hay bales get added to the conditions?

So winning ToS and the Tour in the 2024 season would cement Rogla as the best stage racer of the current generation?
If he wins Suisse he's definitely the best one-week stage racer in entire history, although he maybe already is.
If he wins the Tour, he'll be the 2nd best active GT rider without a doubt.
If he wins both, he will become one of the cycling Immortals, whose records will stand the test of time.

Winning Tour de Suisse will not make a significant difference for Roglič. One week stage races are not as important as Grand Tours or even momuments that is why riders like Merckx or Hinault never cared too much about them

Winning the Tour, that's what would bring him to another level in cycling history or if not the Tour then a WCRR title.

Hope that his achievements stand the test of time, of course.
