There are legitimate reasons why it would be the case, but you'd need some very rose tinted glasses to not see that his form is miles off from what it has been in recent GT's he has won. The best hope is for a 202 Vuelta style recovery, but even then he won a punchy stage in the first week. Here he is nowhere close.

These punchy stages with chaos are very different to hard climbs in the last part of the race which is where the real difference is. I saw geighen hart win a giro after losing 4 minutes on etna alone
That being said it also wouldn't be surprised me if he was dropped hard on the first proper mountain stage and didn't finish in the top 10
He looked good in the first passage but again without any punch in the last climb, it´s like he is forbidden to go over 500w, I suppose it´s just bad legs but is weird.
