The Brazilians are simply unfortunate that on the occasion where the incident led to an injury, it was not only one of their players, but their most important player, who took the hit. It was a poor challenge by Zuñiga, no doubt, but it was in keeping with much of the rest of the game. It wasn't the Battle of Nürnberg or anything, but it deserved more cards than were given.
