His connections with Fuentes were cleared by ALAD before (I guess he had legitimate reasons to pay a doping doctor), so no sanction in 2008.

Ya Think!? The Grand-Duche de Luxembourg has a population around 500K, AND its very own Luxembourg Anti Doping Agency. How many athletes? Those guys at the ADA must be swamped with doing cases. No wonder it takes them so long to protect... oops... investigate Frankie's case.

Are there really enough anti-doping experts to go around? Looks like a colossal waste of money to me. I live in a small town, and in most cases the job of the police is to protect the locals FROM the law. Someone driving drunk... stopped by his brother-in-law or cousin the police officer... "You're drunk Ted, I better give you a ride home. How are Billy and Susie? See you in church Sunday." Is the cop going to bust Ted and then be shunned at the 1) family reunion, 2) Christmas at Grandma's house 3) The lion's Club chicken dinner... etc etc etc.?
Do away with these meaningless Local Agencies and have the countries put the same money into some umbrella agency, WADA, or whatever. AND, do NOT let any of the old guard / Paddy M, Heinie, or whoever be involved.
