In view of the Düsseldorf Grand Depart in 2017 both German PC teams Bora-Argon 18 and Stölting Service Group announced they intend to look for additional sponsors to make the jump to WT level next year.

ASO has announced that they will remove their events from the WT calendar starting 2017, therefore, if that really is the case, a WT license is not a guaranteed ticket to the TdF as they will be able to pick and choose.

Stage 2 will finish at Ermita de Garrastatxu. To get there, they will have to climb a murito of 2,8 km at 10,5%.

And FWIW even 2 million is an incredibly steep price for a title sponsorship.

I'm guessing the part of the article where it says the guy in charge of the state's cycling programme is helping them find a new sponsor could be translated as: the organisers were hoping the state would sponsor the race themselves.
