It's because stages 3,4,5 are in a region where one cannot expect to have a flat stage. If they want, they can make it hilly but ending with a likely bunch sprint anyway.18-Valve. (pithy) said:TY. I bet they'll copy the 2013 TDF then and start with a flat sprinters' stage. Your rumored stage list doesn't have a lot of flat stages, btw, which seems odd, given RCS' lust for Cav. I was expecting 6-7 flat stages, actually.
