To be honest, I don't find Ganna winning a stage like this that unbelievable. Tony Martin once won a really tough Vosges stage in the Tour, that's kinda comparable. What I do find pretty incredible is that he won it after being caught by De Gendt, dropping De Gendt again and riding the final 5 k of a 1st category climb faster than the peloton that wasn't going fullgas, but not exactly slowly either.

That was a gritty ride by Ganna. These ITT guys can really lay it down.

Is it just my impression or was the GC battle kind of not a battle? Maybe it was the weather? I really thought someone would try to gain separation on the climb. Or maybe just not steep enough.

Martin was also a noted duracell bunny, notoriously worse at shorter TTs etc, while Ganna is the reigning pursuit WC and WR holder.

That mountain fog was surely about as close as it gets to an official neutralisation as it gets

True, but while Martin does seem to perform worse in short TT's that doesn't automatically mean long distances have to be a problem for Ganna.
Also, as people have made the Cancellara comparison, I actually think young Cancellara wasn't that bad of a climber. He won the Tour de Suisse once, you know. A Tour de Suisse with a joke of a route, but still, you can't exactly climb like Marcel Kittel if you want to win races like that.
