Has this side of the Etna featured in previous Giri?
 
Is 2 or 3 big climbs with a about 10 km MTF the new deal in the Giro? The set-up feels awfully similar to the mountain stage this year. Lavarone stage is similar to Sega di Ala. Cogne to Alpe Motta, only that the latter was steeper. And the Dolomite queen stage is underwhelming without the use of Giau. In addition the new standards length seems to be about 160-170 km for mountain stages.

The Aprica and Fedaia stages make my eyes bleed, they really went out of their way to avoid the obvious better options. Coupled with little TT, this route looks tailored for defensive racing. At least the first week is harder than usual...
The whole design is exemtremly characterized by doing the interesting climbs or stages but in a wrong order. The Mortirolo stage could have been designed harder, but since it's placed the day before a tough MTF, it could have neutralized much of the action. The Cogne stage would have been much more interesting as stage 20 than in the second week and with 4 tough mountain stages after that. And the Fedaia stage is both poorly designed and could also been placed better.

Possible protests from riders due to the risk of descents in bad weather?

If it's intentional it's to not lock up GC too early cause the amount of ITTs is also not gonna be very high
IB4 the final ITT is +50kms long...
That would be the one thing that could kinda redeem this Giro.
I guess the Veneto Region payed to have the final weekend of the race, so they had to put the Fedaia stage after the Friuli stage. Switching those 2 around would already add a lot.
About the Cogne stage, Pila les Fleurs and Verrogne are nice climbs, but not hard enough for a Mortirolo-Aprica combination with the final climb, it's a harder Cervinia stage. I guess they needed to balance it out a bit so that people will go hard on the Torino stage.
If the Torino stage was just a Superga uphill finish I would have proposed something like this:

The really steep Terreblanche climb was used this year in the Giro della Valle d'Aosta and has been repaved recently. You can send cars around on the main road and have them wait there until the riders arriv, if the road is too narrow.

I mean, if there's actually snow (or even worse ice) on the road on a descent it's hard to blame the riders, if it's just about not wanting to ride a really hard stage with cold and rainy weather then RCS should just tell the riders "you either ride this one or you can go home".

It's pretty annoying when money doesn't only dictate where the stage finish (or start) should be, but also in what order they do the stages and perhaps even what side certain mountains are climbed from (Fedaia from that side because that is from Veneto opposed to the ascent from Canazei in Trentino)........

I understand why the Veneto Region is doing that, having the stages on the final weekend means better ratings, so you should get more out of your investment. I don't like it, but I can't blame them, if you invest into the sport you want to maximise the return on the investment.
