I'm sorry to kill the buzz but afaik they will get to Bormio from the south and finish in town.
That will be, all in all, a disappointing stage. The big mountain stage will be stage 16 (which, btw, does not finish in Torbole)
A finish in bormio from the south still has potential imo. The top of the mortirolo to bormio isn't much further than to the typical aprica finish, If they used recta contador or the 2012 mortirolo it could be a good stage.

As for stage 16 there are so many good climbs around lake garda, many of which have already been mentioned but if the finish isn't in Torbole, could we possibly dream of Punta Veleno?

Was that the climb that Pozzovivo won on in Giro del Trentino 2012?
 
I just figured out that the Giro presentation will be on my birthday. So I hope that after the crime ASO tried to commit with their route (okay, I admit could've been worse with the expected first week and worse pacing of the Pyrenees), RCS will surprise me with a nice birthday gift.
 
The main driver of Stelvio in 2020 was ludicrous team strength and a GC situation that necessitated high aggression.

The flat is almost non existent. Torre di Fraele has 3km that's visible on the Foscagno profile. If you go straight to the foot of Bormio there's literally only 1km of true flat

So probably GC action only on Bormio2000 climb if the race circumstances don't favour aggressive racing.
 
2015 was like 50% route and 50% the exact field that showed up with Contador with his meme dream vs Astana firing on all cylinders and nobody else to worry about.
Sorry, but even if the race situation provided agressiveness, route was just perfect. It only missed a gravel stage.
Finestre- Sestriere combo
Mortirolo-Aprica combo
Very good stage in Switzerland before the stage to Finestre.
Fantastic first week with good hilly stages and 2 MTF.
A fantastic TT, with a lenght we don't see these days.
Very very good so there was not 50% route. Route was perfect but of course we need riders to make the race

At the current moment, the rumours are really promising:

- Finestre (+Sestriere)
- Stelvio north (+ Bormio 2000).
- Monte Grappa from steep side.
- Sterrato stage.
- San Pellegrino in Alpe, albeit far from stage finish.
- Possibly a very good stage in Aosta.

If they don't do the Torbole stage too tough, that is make it rather an medium mountain breakaway stage than a high mountain GC stage, this could be a great route. Right now at least stage 7, 9, 10, 11, 15, 17, 19 and 20 are either GC relevant or have other interesting aspcets.

IF* they do choose recta contador I reckon it would be a great stage with 5000m of climbing with a well designed finish. Not quite the classic route to Aprica but not far off
